Steps
1. Preheat your oven to 200°C (400°F).
2. Rinse the quinoa under cold water, then combine it with water in a small pot. Add lemon juice, zest, and garlic powder. Bring to a boil, then reduce heat, cover, and simmer for about 15 minutes, or until water is absorbed.
3. While the quinoa cooks, prepare the mackerel. In a small bowl, mix olive oil, dried parsley, dried thyme, minced garlic, salt, and pepper.
4. Place the mackerel fillet on a baking sheet lined with parchment paper. Brush the herb mixture over the fillet evenly.
5. Bake the mackerel in the preheated oven for 12-15 minutes, or until cooked through and flaky.
6. Once the quinoa is cooked, fluff it with a fork and serve on a plate.
7. Place the baked mackerel on top of the quinoa and garnish with fresh parsley if desired. Serve immediately.
