Steps
In a bowl, mix khoya, all-purpose flour, cocoa powder, sugar, and baking soda.
Add milk gradually to form a smooth dough.
Divide the dough into small balls, ensuring each is smooth without cracks.
In a saucepan, combine sugar and water to make the syrup; boil until sugar dissolves, then add rose water and cardamom powder.
Heat oil in a pan for frying. Once hot, gently add the balls.
Fry until golden brown, then drain and soak in the syrup for at least 30 minutes.
Serve warm or at room temperature, garnished with nuts if desired.
